Access to Housing Finance in the Low-Income Market: A Review of Recent Data

This paper is the first in the access frontier series for housing finance in South Africa. With relevant data, the paper measures the impact of the 1994 housing policy on access to bank and non-bank housing finance for low income earners.  The paper explores consumers’ perceptions regarding access to housing finance. The paper questions the success of the policy, including if and how housing finance has broadened and deepened.
