Housing exists in a market: housing is produced, owned, rented, maintained and sold in a complex system involving buyers and tenants (individuals, households, companies and governments), suppliers and sellers (developers, builders, homeowners, landlords and governments), market facilitators (financiers, estate agents, conveyancers) and government bodies and regulators (municipalities, the province, national government, and various public agencies and regulatory bodies).
