Terms of Reference for HOFINET Survey : Botswana, Mozambique, and Tanzania
The Centre for Affordable Housing Finance in Africa (CAHF) is pleased to inform its partners as well as all institutions and individuals with an interest and/or involvement in the research and/or development of the housing and housing finance sector, a call for applications to collect data on the financing of this sector in the following countries: Botswana, Mozambique, South Africa, and Tanzania.
Under CAHF’s monitoring housing sector performance programme, surveys are conducted on behalf of HOFINET (Housing Finance Information Network). HOFINET, an independent non-governmental organisation based in Wharton School of the University of Pennsylvania in the USA, intends to consolidate global housing finance information and knowledge jointly with its international partners, and to make it widely accessible. One of HOFINET’s aims is to create standardised sets of initial housing market, housing finance and policy measures that are tested internationally and can be expanded and adjusted over time.
CAHF wishes to appoint a service provider to undertake a survey into the housing finance markets in the countries mentioned above.
SCOPE OF THE PROJECT
The scope of the project requires a collection of the housing finance market data, for Southern Africa countries – BOTSWANA, MOZAMBIQUE, TANZANIA.
The HOFINET questionnaire is a comprehensive data collection, with just over 200 data points required for completion under the following categories:
• Demography and Macroeconomy
• Housing Markets
• Primary Housing Finance Markets
• Funding Sources
• Housing Microfinance
• Legal Regulatory Framework
• Housing Subsidies
• Taxation
The information available varies by country, so the questionnaire cannot always be completed in its entirety. The minimum requirement is that consultants would have stretched their reach to access data from multiple stakeholders in the various countries in order to complete the data points fully, including full referencing of where data was sourced (interviews, internet sites, articles, papers and so forth) where necessary.
SUBMISSION OF THE PROPOSAL
A technical and financial proposal must be sent to Manitha Nadasan email at manitha@housingfinanceafrica.org before 14 January 2019, 17h00 (Johannesburg time).
Once the selection process is complete, CAHF will establish a contract confirming the appointment of the service provider. Preference will be given to organisations located in the country targeted by the survey.
