Despite the significant demand for rented housing in Angola, it does not feature in Angola’s National Urbanisation and Housing Program. Since Angola’s liberalizing economic reforms in the early 1990’s the Government has adopted public policies that view home owners as better citizens than renters. Government may have been over-anxious to encourage households to become homeowners. It is important to give rental housing a higher profile in a general national policy.
This paper explores the rental sector in Angola including the various types of rental options such as informal backyard rentals, rent to purchase schemes, landlord and tenant relations, private sector rental housing and slumlord and client relations. Key recommendations are also provided for rental housing in Angola.
