Government Subsidised Housing Assets - Qualitative Report

Over 2010/11, FinMark Trust undertook a study into the asset performance of government subsidised housing stock in South Africa, with support from Urban LandMark, the National Department of Human Settlements, the Western Cape Department of Human Settlements, the South African Cities Network, and the FB Heron Foundation. The study involved an analysis of how subsidised properties were trading formally, on the Deeds Registry, and then a series of household interviews with a small sample of respondents from three settlements. This report summarises the findings of the Qualitative Survey, undertaken in three communities: Slovoville, in Soweto, Gauteng; Emaplazini, in Inanda, KwaZulu Natal; and Thembalethu in George, Western Cape.  There are four other reports available: [1] Timeline Analysis, April 2011; [2] Main, Overall Report 2011; [3] Macro Analysis – considering the performance of subsidised housing as a financial asset, as evident from the Deeds Registry, November 2011; [4] Data Analysis – setting out the detailed data analysis, November 2011.
